Kendall County 1903 Poll Tax Records

 

Poll taxes were a tax of a fixed amount per person levied as a condition of voting.  Poll taxes generally were not intended to raise revenue so much as to restrict the size of the electorate by making voting more costly.  The poll tax was adopted in Texas in 1902.  It required payment of $1.50 and $1.75 to register to vote.  The poll tax was abolished by Amendment 24, which was added to the U. S. Constitution in 1964 and outlawed the use of the poll tax as a pre-condition for voting in any election for federal office.  The U. S. Supreme Court extended the ban to all state and local elections in 1966.

 

The 1903 Kendall County Poll Tax Records contains a great deal of information about male citizens of Kendall County.  The poll tax in 1903 was $1.50.  The county consisted of 8 precincts and there are two books for each precinct that as far as we can tell contain identical information.  The poll tax records list each individual, his home address and occupation, how long he has lived in Texas and in Kendall County.

Precinct 6 – Sisterdale

Precinct 7 – Waring

Precinct 8 – Kreutzberg

 

It is interesting to note that, in Texas, loans and gifts for the payment of poll taxes were against the law.  Maury Maverick, a Mayor of San Antonio, was charged with loaning money to union members so they could pay their poll taxes and vote.  He was acquitted.
